I think you may be referring to a quote by Lt. Colonel John Paul Vann who said of the Vietnam War, “this is a political war and it calls for discriminate killing. The best weapon … would be a knife … The worst is an airplane.”

What he means is that the US strategy was to drop millions of tons of bombs on a very elusive enemy to get them to surrender. It is estimated that we actually dropped the same amount of ordinance during the Vietnam War as we did in all of WWII – and we still did not win.

Vann felt that hand-to-hand combat and guerrilla tactics would have given the US a better chance of defeating the enemy.

Perhaps he was right.
