painful fatty lumps just below ankle joint?

large fatty lumps which feel as though they have nodules in the fatty lumps. size of a walnut and on both ankles just under ankle bone on outside of leg. painful and ache, and make legs ache as well very stiff in morning. very unsightly and make me unable to wear skirts and constant pain. been to doctor and he said nothing wrong just elevate feet at night which i do all the time. any ideas? what more should the doctor offer me for advice?

If no joints pain,swelling,and morning stiffness of other joints, as well as serum uric acid is normal, this is fat accumulation with friction of shoes+weight effect on ankle joints..
