What is the United States doing to encourage private entrepreneurs to open businesses in the United States?

Any specific policies that give the edge to the United States as a place to start a new business or to expand your business in the United States?

Very little. Since Obama has been in office, regulations and taxes on business have increased greatly with the passage of the Health law and Wall Street Reform law, which is preventing many banks from giving loans, thus less loans being given to entrepreneurs to start a business. Also, state taxes have increased in numerous states, including the state I live in, CA, which is also hurting business.
