Maple Story-Should i upgrade Cold Beam or Thunder Bolt first?

Im a wizard of I/L and i was wondering if i should max out cold beam or thunder bolt first?

Id say cold beam because it is a good offensive move. It is also good because of its freezing property. Lightning is good but it deals pitiful damage at first, but when maxed, it is devastating. Even though it is great when maxed, I’d still say cold beam.
