What single hooked lure is good for fishing in the Smoky Mountain National Park?

I do not fly fish, but I use a spinning reel and a medium action rod. I used spinners, spoons, power bait, and sierra gold dough bait, but I have looked at the bait restrictions, but all of these could not be used. What can I use as bait?
