Glider Fantasy
Am trying to remember the title of a fantasy book I read years ago?
The plot line went like this:
Mysterious killings spark mistrust of another nation with flying ships.
The killings were done by dragons hunting.
In the beginning a boy takes out a hang glider built by his scientist master and is chased down by a dragon.
Towns people come to get the scientist but he escapes easily and goes in search of answers. Can’t remember from there so that is all I have to reference it with.
I do remember the cover was silver and had a drawing of a person fleeing and looking back over their shoulder while on the ground around them was a shadow of a dragon.

Also, the country blames another one across the sea that has flying ships because they don’t believe in dragons.
the second mysterious killing is a woman out late at night waiting to run away with her love but the dragon gets her and drops her from above which helps to shift blame to the other kingdom.
