What’s the name of the announcer for all the World Martial Arts Tournament in the Dragon Ball series?

The guy with the sunglasses and blonde hair. He announced the Cell Games and all of the World Martial Arts Tournaments in Dragon Ball and Dragon Ball Z. Does he have a name?

I’ve read all of the comic books three times over and I dont remember there ever being a name for him. Then again, the tv show might have created a name for him but that doesnt count =P. Im not exactly sure so I could always be wrong.
