Is it hard to reach level 30 in fallout 3 broken steel if you have done all the other quests?

I have done all the quests you get achievements for.

Yes, They wanted it to be hard so you will have a challenge and play more. You will have to gain tons and tons of XP. So have fun exploring the waste and killing raiders and muties.
