What’s that movie (not animated) with a girl with blue-green blood who turns out to be an alien princess?

In the movie, the girl (who had seemed to be completely normal) was found out to be an alien after being taken to hospital after being hit by a car(something about 2 hearts and 4 lungs). She also had an alien guardian she was originally unaware of; an alien military officer disguised as a kindly old lady who was her next door neighbor. Can anyone out there tell me the name of this movie?

She was roller skating when she was hit and she had never been sick before.
She had a twin brother (not really her twin but the alien race needed to hide the princess so she was born to an already pregnant woman. The entire family was quite surprised when 2 kids were born as they were only expecting 1) and the alien guardian/neighbor was really bright when she transformed that the girl and her brother had to wear shades. She was held at the hospital for quite some time due to her uniqueness.
